In accordance with the One Rank One Pension policy, the Union Cabinet, which is chaired by Prime Minister Narendra Modi, has authorized a pension adjustment that will take effect on July 1, 2019, for retired members of the armed forces and their family pensioners (OROP). The pensions of previous retirees would be recalculated using an average of the minimum and maximum pensions received by retirees from the Defense Forces in 2018 who had held the same rank and had the same amount of time in service.
This amendment applies to members of the Armed Forces who have retired up until the 30th of June in 2019, with the exception of those who retired as premature (PMR) retirees as of the 1st of July in 2014. More than 25.13 million people currently receiving pensions from the Armed Forces, as well as their family members, would be eligible for benefits (including around 4.52 lakh new beneficiaries). People who have incomes that are significantly higher than average will have their pensions safeguarded. Family pensioners, such as war widows and senior citizens with disabilities, would also be eligible for the payment. Family pensioners would also be eligible for the payment.
The arrears will be paid up in a total of four semiannual payments. The one-time payment will be made to all family pensioners, including those who are receiving the Special, Liberalised Family Pension and those who have been awarded the Gallantry Award.
At a discount rate of 31% for dearness relief, the yearly cost of implementing the modification is anticipated to be around Rs 8,450 crore (DR). On the basis of DR at 17% for the period from the 1st of July 2019 to the 30th of June 2021 and 31% for the period from the 1st of July 2021 to the 31st of December 2021, it has been anticipated that the arrears will exceed Rs 19,316 crore from the 1st of July 2019 to the 31st of December 2021. According to the relevant dearness alleviation, the arrears for the period beginning on July 1, 2019, and ending on June 30, 2022, total roughly 23,638 crore rupees. The Union Cabinet Committee gave its approval for the modification to the pension that would be implemented under the One Rank One Pension (OROP) scheme for military personnel and family pensioners on December 23, 2022. This approval was given for the purpose of implementing the modification to the pension.
