Will the Minister of Education be pleased to state:-
(a) whether Diwali Bonus to non-gazetted officials / teachers of Kendriya Vidyalaya from 2015 till date be paid and if so, the details thereof and if not, the reasons therefor;
(b) whether any order with regard to disbursement of Diwali Bonus for the year 2021-22 has been issued and if so, the details thereof and if not, the reasons therefor;
(c) whether any order with regard to disbursement of Diwali Bonus from the year 2015-16 to 2021-22 has been issued and if so, the details thereof and if not, the reasons therefor; and
(d) whether the interest against the arrears with regard to Diwali Bonus since 2015-16 till date will be paid to them and if so, the details thereof and if not, the reasons therefor?

(a) to (d) The Government issues order / Office Memorandum (OM) for payment of Adhoc bonus to eligible Central Government employees. Conventionally, pursuant to issuance of order / OM regarding grant of Adhoc bonus to Central Government employees, the Government vide specific order/OM extends the payment of Adhoc bonus to eligible employees of Autonomous Organizations / Quasi-Government Organizations / Statutory Bodies, etc. set up by and funded/controlled by the Central Government. The last such order / OM for grant of Adhoc bonus to eligible employees of Autonomous Bodies for the accounting year 2014-15 was issued by the Government vide OM dated 26.10.2015. In view of the financial implications for extending Adhoc bonus to various Autonomous Bodies, no such order / OM was issued by the Government for the accounting year 2015-16 and onwards.

Are KVS Teachers are eligible to get the Diwali bonus?
The Human Resource Development Minister Ramesh Pokhriyal Nishank has replied in the Parliament to a question about the Government had paid Diwali Bonus in 2014 to KVS teachers and the reasons for discontinuing the Diwali Bonus. A detailed reply is given below…
The government had extended the payment of ad-hoc bonus to Autonomous Bodies for the accounting year 2014-15. Conventionally, pursuant to the issuance of orders regarding grant of ad-hoc bonus to Central Government employees, specific orders are issued extending such benefits to eligible employees of Autonomous Organizations/Quasi-Government Organizations / Statutory Bodies etc. set up by and funded/controlled by the Central Government.
In view of the financial implications involved in extending these benefits to 679 Autonomous Bodies, no such orders have been issued by the Government for the accounting year 2015-16 and onwards.
The benefits of revision of pay as per the recommendations of the 7th Central Pay Commission (CPC) were implemented for the KVS employees with effect from 1.1.2016 through orders issued on 26.7.2017. The liability on account of payment of arrears consequent to the implementation of the recommendations to the 7th CPC is met in a phased manner depending upon the allocation of budgetary resources.
