Every year in the middle of June, the nodal department of Central Government, DoPT (Department of Personnel and Training) has issued a holiday list with rules and regulations for deciding the holidays for Central Government offices located across India. The Dopt issued a new list of holidays during the year 2021 for all Central Government Offices located in Delhi/New Delhi [Click to Download PDF]. OFFICE MEMORANDUM
Subject: Change in the date of Holiday on account of Muharram.
The undersigned is directed to say that holiday on account of Muharram was notified for 19th August, 2021 vide this Department’s O.M. No. 12/9/2020-JCA2, dated 10th June, 2020, subject to change in date, depending on sighting of the Moon. Now the Ruiyat Hilal (Moon Sighting) Committee, headed by Shahi Imam, Jama Masjid, Delhi, has announced that, in Delhi, Muharram would be observed on 20.08.2021 (Friday).
2. Accordingly, in Delhi/New Delhi, the Holiday on account of Muharram will be observed on Friday, the 20th August, 2021 and all Central government Administrative Offices, located in Delhi / New Delhi, shall remain closed on account of Muharram on 20th August, 2021.
3. For Offices outside Delhi / New Delhi, the Central Government Employees Coordination Committee or Head of Offices (where such Committees are not functioning) can decide the date, depending upon the decision of the concerned State Government.

In exercise of the power conferred by the explanation to Section 25 of the Negotiable Instrument Act, 1881 (XXVI of 1881), read with Government of India, Ministry of Home Affairs, Notification No. 20/25/56-pub(I) dated the 8th June, 1957 the Governor is pleased to declare the days as specified at List I below to be Public Holidays during the year 2021.
2. The Governor is also pleased to notify that the offices under the Government of West Bengal with the exception of the offices of the Registrar of Assurances, Kolkata and Collector of the Stamp Revenue, Kolkata shall be closed on the days as specified at List II below which are not declared to be public holidays, during the year 2021.
3. Further, the Governor is also pleased to declare that the days as specified at List III may be observed as Sectional Holidays in the year 2021 for the employees of different communities mentioned against the day.

Holidays – Public Holidays under Negotiable Instruments Act, 1881 for the State Government Offices and all Commercial Banks including Co-operative Banks in Tamil Nadu for the year 2021 – Orders issued.

1. G.O.Ms.No.762, Public (Misc) Department, dated 22.10.2019.
2. Reserve Bank of India letter No. HRMD (Che)/277/03.02.091/2020-21, dated:25.08.2020.
ORDER:
The Government of Tamil Nadu pass the following orders in regard to the observance of Holidays in the State of Tamil Nadu for the year 2021:-
(i) Public Holidays: The Holidays declared under the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881) indicated in the notification appended to this order will be published in the Tamil Nadu Government Gazette.
(ii) Government Holidays: The Government direct that all the offices under the control of the Government of Tamil Nadu be closed on:-
(a) The dates specified in the notification appended to this order (except Annual Closing of Bank Accounts on 01.04.2021)
(b) All Saturdays and Sundays in the year 2021.
2. The above notified Public Holidays shall also apply to all State Government Undertakings / Corporations / Boards, etc.

Under the “Explanation” to section 25 of the Negotiable Instruments Act, 1881 (Central Act XXVI of 1881) read with Notification of the Government of India, Ministry of Home Affairs, No.20-25-26, Public-1, dated the 8th June 1957, the Government of Tamil Nadu hereby declares that, in addition to “Sundays” expressly defined as Public Holidays in the said “Explanation”, the following days shall be Public Holidays for the year 2021.

Who will decide holidays for the Central Govt office?
The DoPT decides the holidays for all Central Government offices in India. However, some provisions have been granted to the CGEWCC (Central Government Employees Welfare Coordination Committee) to decide few holidays on the basis of local importance.
