The Navodaya Vidyalaya Scheme provides for the opening of one Jawahar Navodaya Vidyalaya (JNV) in each district of the country. Opening of new JNVs is a continuous process that depends upon the willingness of the concerned State Government to make available requisite suitable land free of cost for the construction of school buildings and required temporary accommodation (free of rent) to start the Vidyalaya.
However, the actual sanction and opening of a new JNV depends on the availability of funds and approval by the Competent Authority. One JNV each has been sanctioned in all the districts of the country as on 31st May 2014, excluding Tamil Nadu which has not yet accepted the Navodaya Vidyalaya Scheme.

The Jawahar Navodaya Vidyalayas have regional offices located across India. These regional offices are responsible for overseeing the functioning of the JNVs in their respective areas. There are a total of eight regional offices spread across different states and union territories.
In Bhopal, there are 113 JNVs, with 108 in Chhattisgarh, 54 in Madhya Pradesh, and 31 in Orissa. Chandigarh has 59 JNVs, including 1 in Chandigarh UT, 12 in Himachal Pradesh, 21 in Jammu & Kashmir, 2 in Ladakh UT, and 23 in Punjab. The Hyderabad region has 77 JNVs, with 3 in Andaman and Nicobar Islands UT, 15 in Andhra Pradesh, 31 in Karnataka, 14 in Kerala, 1 in Lakshadweep UT, 4 in Pondicherry UT, and 9 in Telangana.
Jaipur region has 65 JNVs, including 9 in Delhi, 21 in Haryana, and 35 in Rajasthan. Lucknow region has 89 JNVs, with 76 in Uttar Pradesh and 13 in Uttarakhand. In Patna, there are 85 JNVs, with 39 in Bihar, 26 in Jharkhand, and 20 in West Bengal. The Pune region has 73 JNVs, including 3 in Dadra Nagar Haveli and Daman & Diu UT, 2 in Goa, 34 in Gujarat, and 34 in Maharashtra.
Lastly, the Shillong region has 100 JNVs, with 18 in Arunachal Pradesh, 28 in Assam, 11 in Manipur, 12 in Meghalaya, 8 in Mizoram, 11 in Nagaland, 4 in Sikkim, and 8 in Tripura. Overall, a total of 661 JNVs have been sanctioned in 638 districts of India, with an additional 23 JNVs in the pipeline.
